Establishes Public Service Management Fellows Program to attract recent graduates to state government.

The bill establishes the Public Service Management Fellows Program within the Department of Labor and Workforce Development. The program aims to attract recent graduates with a commitment to public service leadership. It creates an advisory committee consisting of commissioners or their designees from each Executive Branch department. The committee appoints a director to administer the program and select fellows. Up to 10 fellows are selected annually, assigned to Executive Branch departments or agencies, and receive a stipend. Fellowships last up to two years, extendable by 120 days.
