New Jersey A4665 allows the New Jersey Transportation Research Bureau to award research contracts to private research institutions and other entities.

New Jersey A4665 amends the law to permit the New Jersey Transportation Research Bureau within the Department of Transportation to award research contracts to private research institutions of higher education and other entities. The bill removes the requirement for the manager to determine if competitive bidding will benefit the department. Instead, the bureau must determine if awarding a contract to a public or private research institution or another entity is in the public interest. The bureau must also establish and maintain relationships with these institutions and entities.
