New Jersey A4561 requires school districts to establish preschool programs for resident three- and four-year-old children by the start of the 2029-2030 school year. Districts not currently providing preschool must submit a plan for implementation to the Commissioner of Education by June 30, 2027. The preschool program must be free, full-day, and meet high-quality standards, either operated by the district or in partnership with a licensed child care provider or Head Start program.
