Authorizes residential substance use disorder facilities to provide mental health services under hospital affiliation criteria.

This bill allows licensed residential substance use disorder facilities to offer residential mental health services, provided they have a formal hospital affiliation and receive clinical and medical support from a hospital. The hospital affiliation must include joint clinical governance, shared policies, 24-hour consultation, and timely transfer provisions. Facilities must file the hospital affiliation agreement with the Department of Health and cease admitting new patients if the agreement terminates.
