Establishes a four-year pilot program for gas public utilities to implement thermal energy network projects.

The bill establishes a four-year pilot program for gas public utilities to implement thermal energy network projects. The Board of Public Utilities will approve a maximum of one project in each of the northern, central, southern, and coastal regions of the State. Utilities must submit a thermal infrastructure plan to the board, which will consider the project's size, scope, lifecycle cost, benefits, and impact on ratepayers.
