Authorizes creation of Student Movement Against Cancer license plates in New Jersey.

The bill authorizes the creation of special Student Movement Against Cancer (SMAC) license plates in New Jersey. The plates will display the words "Peace Out, Cancer" and an emblem supporting SMAC. The New Jersey Motor Vehicle Commission will not use public funds for the initial costs of designing, producing, issuing, and publicizing the plates. Instead, SMAC or a designated entity must contribute non-public funds, up to $25,000, to cover these costs. The commission will collect an application fee of $50 and an annual renewal fee of $10 for the plates.
