Establishes a Statewide tele-psychiatry program within the Department of Human Services; appropriates $4 million.

The bill establishes a Statewide tele-psychiatry program within the Department of Human Services (DHS). The program allows referring sites to use consulting providers at a consultant site to provide timely psychiatric assessments and rapid treatment initiation for patients experiencing a mental health or substance abuse crisis. The Department of Human Services must contract with a partner organization to administer the program, which must be implemented Statewide within three years.
