Establishes a Wine and Grape Education Grant Program for four-year public institutions of higher education in New Jersey.

The bill directs the Secretary of Higher Education to establish a four-year Wine and Grape Education Grant Program. This program will provide grants to four-year public institutions of higher education to establish or expand degree-granting or certificate programs in wine and grape science. The Secretary will select three institutions, one from each region of the state, to receive grants of up to $500,000 each. The bill also allows institutions to permit students under 21 to enroll in these programs, provided they do not participate in activities involving alcohol.
