Establishes matching grant program in DCA to support community-based nonprofit organizations that provide shelter services during Code Blue alerts.

The bill establishes the Code Blue Shelter Matching Grant Program in the Department of Community Affairs to provide matching grants to community-based nonprofit organizations that provide shelter services during Code Blue alerts. The program will award grants based on review and analytical criteria, and will not establish a cap on the total number of grants or the total amount any organization may receive. The commissioner is required to submit a report to the Governor and Legislature on the effectiveness of the program and any recommendations for its continuation or expansion.
