New Jersey A4294 creates the Two to Four Tuition Free Students Program within the State Tuition Aid Grant Program. This program provides free tuition to eligible students who are accepted to public four-year institutions of higher education and choose to attend county college for their first two years. Eligible students must submit an application to the Higher Education Student Assistance Authority. Public four-year institutions must defer admission for two years for participating students and accept all credits earned at county colleges.
