New Jersey A4284 mandates that the Department of Corrections (DOC) assign transgender inmates to a State correctional facility based on their gender identity or expression, regardless of the gender they were assigned at birth or their anatomical characteristics. Non-binary inmates must be assigned based on their stated preference. DOC staff, volunteers, and contractors must use the inmate's preferred gender pronoun. Failure to do so may result in disciplinary action.
