This bill authorizes the New Jersey Department of Health to engage in activities necessary to seek participation in the Global Outbreak Alert and Response Network, a World Health Organization initiative. The Department can communicate with the WHO, submit applications, designate points of contact, and participate in training and information-sharing. The bill prohibits actions that conflict with federal law or the U.S. Constitution, permit the disclosure of confidential health information, or require unauthorized expenditures.
