New Jersey A402 requires school buses transporting students with special needs to be equipped with a video camera for monitoring, a global positioning system for real-time location tracking, and two-way communication equipment. The State Board of Education, in consultation with the New Jersey Motor Vehicle Commission, will establish rules for the installation, use, and data retention of these systems. Video footage and GPS data will not be considered government records.
