New Jersey A3992 revises penalties for prohibited sales of tobacco and vapor products and smoking in indoor places. The bill increases fines for selling tobacco products to minors from $250 to $500 for the first violation, from $500 to $1,000 for the second violation, and from $1,000 to $2,000 for the third and each subsequent violation. A retailer that violates these provisions is liable to a reduced civil penalty of $100 for the first violation if the retailer is a small business with clear and enforced policies to comply with the prohibition.
