New Jersey A3970 requires public entities to enter into project labor agreements for public works projects estimated at $3 million or more. These agreements, which are pre-hire collective bargaining agreements, must cover terms and conditions specific to the project. The bill defines "public entity" as the State, any political subdivision, any authority created by the Legislature, and any instrumentality or agency of the State or a political subdivision. The Commissioner of Labor will assist in facilitating the negotiation of these agreements.
