New Jersey bill A3967 requires the Board of Public Utilities to work with neighboring states to research and recommend collective action to secure electric capacity and transmission. The bill mandates the board to require electric load serving entities in New Jersey to contract for at least 80 percent of their capacity needs on a bilateral basis for five years. It also requires the board to explore alternatives to PJM’s capacity auction, including withdrawing from PJM’s reliability pricing model and either developing a multi-state compact or joining an existing electric transmission grid.
