Authorizes use of school bus monitoring systems to enforce safety laws.

New Jersey A3887 authorizes municipalities and school districts to use school bus monitoring systems to enforce laws regarding the illegal passing of school buses. These systems must capture and record digital images of any motor vehicle operating near a school bus. If a violation is captured by such a system, the registered owner of the vehicle is subject to a civil penalty of $300 for a first offense and $500 for subsequent offenses. The bill also outlines procedures for contesting a violation, including the right to an administrative hearing and the ability to contest liability by mail.
