Requires report on available funds in local government part of SHBP before transferring funds from State part of SHBP; mandates monthly reporting on.

Requires the Division of Pensions and Benefits to report to the State Health Benefits Commission on claims payable, available fund balance, and anticipated premiums for local parts of the State Health Benefits Program before transferring funds from the State part of SHBP. Also mandates monthly reporting on transfers initiated, outstanding balances, repayments, and current balance of health benefits funds. The amount transferred cannot exceed the amount necessary to cover 30 days of anticipated payments, including premiums, claims, and other charges.
