New Jersey A3813, known as the Fairness in Special Education Funding for Student Success Act, mandates the State to directly pay for special education and related services for students requiring high needs placements. A student is considered to require a high needs placement if the projected contract cost for their Individualized Education Program exceeds $55,000. The Department of Education will enter into contracts with providers and make payments in 10 equal monthly installments starting October 1.
