Establishes a process for submitting and publishing revisions to the Governor's budget recommendations by June 1 annually.

This bill creates a statutory process for members of the Legislature and the Executive Branch to propose changes to the Governor's budget recommendations after they are sent to the Legislature. These changes, called budget resolutions, must be filed and made public by June 1 each year. The chairs of the Senate Budget and Appropriations Committee and the Assembly Budget Committee will accept these resolutions during their committee discussions.
