New Jersey A3771 allows municipalities to offer electronic delivery of property tax bills, construction permits, and payment receipts via email.

New Jersey A3771 authorizes municipalities to deliver property tax bills, construction permits, and payment receipts via email. Municipalities can adopt an ordinance to designate email as an authorized means of delivery, but must continue to provide hard copies via regular mail at no extra charge to those who do not request electronic delivery. The Director of the Division of Local Government Services, in consultation with the Office of Information Technology and the State Treasurer, will establish the necessary procedures for this electronic delivery.
