New Jersey A3663 mandates that state agencies and local units, which use automated telephone answering services, provide callers the option to speak with a human operator or leave a recorded message by pressing zero during normal business hours. This applies to any agency or political subdivision of the state that is required to provide a public telephone number. The act takes effect 90 days after enactment but allows agencies to prepare in advance.
