Establishes annual 9-1-1 PSAP County Grants to support county public safety answering points (PSAPs).

This bill establishes the 9-1-1 PSAP County Grants program to support county public safety answering points (PSAPs). The grants are funded by 10 percent of the .90 cent fee collected on telephone bills, deposited into the "9-1-1 System and Emergency Response Trust Fund Account." The grants cover costs for purchasing, upgrading, maintaining, and operating PSAPs, including automatic location identification technology and replacement equipment.
