New Jersey A3608, the "Public Utility Rate Stabilization Act," permits gas and electric public utilities to employ alternative ratemaking mechanisms. These mechanisms include performance-based rates, formula rates, multi-year rate plans, earnings-sharing mechanisms, decoupling mechanisms, and other authorized ratemaking mechanisms. Utilities must submit a petition to the Board of Public Utilities for approval of an alternative ratemaking plan. The board must approve, deny, or modify the plan within nine months of the utility's petition.
