The Fairness in Bidding Act amends several laws to enhance transparency and fairness in public contract bidding processes. It mandates that bid advertisements for construction projects costing over $500,000 include certified cost estimate ranges. These ranges must be attested as reasonable by the preparer and the highest amount cannot exceed the lowest by more than five percent. The act also specifies grounds for rejecting all bids, such as when the lowest bid substantially exceeds cost estimates or appropriations.
