Establishes the Blue Acres Buyout Fund in the Department of Environmental Protection for relocation assistance and land acquisition.

This bill creates the Blue Acres Buyout Fund in the Department of Environmental Protection, a nonlapsing, revolving fund. It appropriates $25 million from the General Fund for relocation assistance for homeowners and tenants displaced by Blue Acres acquisitions, and for acquiring flood-prone property. The fund can also use up to 5% of its annual revenue for administrative costs.
