The Municipal Homelessness Trust Fund Act allows municipalities to create homelessness trust funds and adopt homeless housing plans. Trust funds can receive fees on building permits, licensing fees, fines, and other monies. Funds can be used for grants to acquire, construct, or rehabilitate housing for homeless individuals and families, provide rental assistance, and offer supportive services. Trust funds can also incur up to five percent annual administrative costs. Municipalities must consult with a task force when using trust funds.
