Reduces helicopter operations at certain aviation facilities in New Jersey to lower noise levels.

The bill mandates the Commissioner of Transportation to create rules and regulations to decrease helicopter noise at airports, heliports, and helistops in New Jersey. It requires a 47% reduction in helicopter flights compared to the previous year, excluding those by federal or military authorities, the State, news agencies, hospitals, and emergency medical services. Additionally, the bill requires applicants for or renewal of a heliport or helistop license to certify that they will prohibit helicopters providing sightseeing or tourist services from operating between 9:00 p.m. and 8:00 a.m.
