Establishes a statewide residency preference for affordable housing in New Jersey.

This bill allows municipalities and developers to give preference for affordable housing to households with at least one member who resides in New Jersey. The preference applies to low- and moderate-income housing units and takes effect on the first day a person establishes residency in the state. The Commissioner of Community Affairs can take necessary actions before the bill's effective date.
