New Jersey A3292 allows certain cities to transfer some public employees from local health benefits to the State Health Benefits Program.

New Jersey A3292 amends existing law to allow municipalities of the first class, with populations over 150,000, to transfer certain public employees from their locally-administered health benefits program to the State Health Benefits Program (SHBP). This change permits a selective transition, rather than the previous "all or nothing" approach. The governing body must notify affected employees in writing at least 45 days before the change and provide them with master plan documents of both the current and proposed benefits. The bill takes effect immediately upon enactment.
