Authorizes the issuance of certified copies of vital records electronically by the State registrar or local registrar.

This bill requires the Commissioner of Health to establish standards for the electronic issuance of certified copies of vital records, including protocols for data sharing, authenticating the identity of a requester, data encryption, and ensuring data privacy and security. The State registrar or local registrar will make certified copies available to the requester in both paper and electronic form. The commissioner may issue and enforce orders to implement the provisions of this act.
