This bill extends current limitations on expulsions and suspensions for young students to include those in grade three. Students in kindergarten through third grade cannot be expelled except under the "Zero Tolerance for Guns Act." Out-of-school suspensions for these students are also prohibited except for violent or sexual conduct that endangers others. The changes apply to both school districts and charter schools.
