Establishes rebuttable presumption for pretrial detention for motor vehicle theft and imposes mandatory sentencing.

This bill establishes a rebuttable presumption that a person charged with theft of a motor vehicle should be detained prior to trial. It also imposes mandatory sentencing for motor vehicle theft and unlawful taking of a means of conveyance. The minimum term of imprisonment includes a fixed minimum term between one-third and one-half of the sentence imposed by the court. For a second conviction, the minimum term is fixed at one-half of the sentence imposed by the court or 30 months, whichever is greater.
