Limits the number of public members of the same political party on the Highlands Water Protection and Planning Council to no more than four.

This bill amends the composition of the Highlands Water Protection and Planning Council in New Jersey. It specifies that no more than four out of the seven public members appointed to the council by the Governor can be from the same political party. The council, which consists of 15 voting members, includes residents from specific counties and must have members with expertise in water quality and natural resources.
