Eliminates motor vehicle registration renewal for passenger automobiles, motorcycles, and noncommercial trucks.

The bill eliminates registration renewal requirements for passenger automobiles, motorcycles, and noncommercial trucks. Under current law, these motor vehicles are required to be registered annually, with certain exceptions for new passenger automobiles. The bill clarifies that the annual renewal of special insignia and special vehicle identification cards issued to owners of certain motor vehicles that transport persons with intellectual disabilities would no longer be linked to the vehicle registration renewal, as the bill eliminates the annual registration requirement for these vehicles.
