Allows residents of certain Highlands municipalities to return a portion of their gross income tax to their municipality of residence.

This bill establishes the "NJ Highlands Tax Fairness Fund" and allows residents of certain Highlands municipalities to designate on their gross income tax returns that ten percent of their tax be returned to their municipality of residence. The fund will be used solely to reduce property taxes for residents. The fund is for municipalities where 95 percent or more of the land area is within the Highlands preservation area. The money will be appropriated annually to the municipalities of residence of the taxpayers who made the designations.
