New Jersey A3130 establishes spill prevention and reporting requirements for facilities involved in the production, handling, packaging, or transport of plastic pellets. Facilities must develop and maintain a spill prevention and response plan, which the Department of Environmental Protection must approve within 90 days. Facilities must submit these plans within one year of the bill's effective date. The bill also requires facilities to report any plastic pellet spill incidents to the department within 48 hours and maintain records of such incidents.
