Mandates the Governor, in consultation with the Commissioner of Education, to safeguard state educational resources from federal interference. This includes challenging federal actions that limit state authority in education and supporting local efforts to preserve educational resources. The act also directs the Governor to challenge the U.S. Supreme Court's decision in Plyler v. Doe and support other states' efforts to do the same. The act takes effect immediately upon enactment.
