The Swift Access For Emergency Response Actions Preservation Program (SAFER APP) allows the governing body of a municipality to request the Attorney General to investigate whether turn-by-turn navigation systems are causing emergency conditions, such as traffic congestion or accidents. The Commissioner of Transportation reviews the resolution and can approve or disapprove it within 90 days. If approved, the Attorney General investigates and, if an emergency condition is found, orders the navigation systems to reroute traffic.
