New Jersey A2981 amends the "Uniform Shared Services and Consolidation Act" to allow local units that have adopted Title 11A, Civil Service, to substitute a layoff plan for an employment reconciliation plan when participating in joint meetings or shared service agreements. This bill specifies that employees may be laid off in accordance with N.J.S.11A:8-1 et seq. and the regulations promulgated thereunder. Employees laid off for reasons of economy must receive at least 45 days' notice and have the right to appeal to the Civil Service Commission.
