New Jersey A2843 prohibits electric public utilities from increasing rates to recover the cost of installing smart meters. It also mandates that utilities cannot disconnect service or assess late fees for nonpayment to affected ratepayers within six months of a rate increase of five percent or more. Utilities must publish details of any such rate increase on their websites and in customer communications, including reasons for the increase, its impact, and mitigation measures. The Board of Public Utilities can impose fines of up to $10,000 for violations.
