Establishes a special dredging account funded by $5,000,000 annually from sales tax revenues to maintain waterways outside the port region.

This bill creates the "Community and Navigational Waterways Restorative and Maintenance Dredging Account" to fund the dredging of waterways in New Jersey outside the port region. It mandates that $5,000,000 annually from sales tax revenues be deposited into this account, which is separate from the General Fund. The Department of Environmental Protection (DEP) will administer the account and use the funds for dredging navigational waters and waterways that provide boat access to coastal residential areas. At least 25% of the funds must be allocated to the latter.
