This bill establishes certain requirements for public utility rate increases. It mandates that public utilities notify affected customers of any rate increase petitions by bill insert or newspaper publication. The notice must include a summary of the filing, the reasoning for the filing, and the impact on customers. Public utilities must also send a written summary of the Board of Public Utilities' final decision to affected customers. If the board order results in an increase, the summary must be sent 30 days prior to the effective date of the new rates.
