New Jersey A2723 requires hospitals and birthing centers to provide new mothers with lactation counseling and consultations. This includes at least one in-person consultation with a lactation counselor before discharge or remote consultations if requested. Lactation counselors must demonstrate competencies using evidence-based materials and provide education on breastfeeding benefits, advocacy, support, and assistive devices. The bill also mandates the distribution of informational literature on breastfeeding. The Department of Health will adopt rules to implement these requirements.
