Prevents release of bills from committee without fiscal note or estimate.

Prohibits the release of any bill from committee if it has been certified for a fiscal note or legislative fiscal estimate and lacks a completed note or estimate. The Legislative Budget and Finance Officer must transmit the fiscal note or estimate to the bill's sponsor, who can object within three business days. If the fiscal note or estimate is incomplete, the bill remains in committee. This act takes effect three months after enactment.
