These major events include natural disasters like hurricanes, floods, and snowstorms, as well as other emergencies such as terrorist attacks. The bill defines a sustained interruption as the cessation of utility service lasting more than 48 hours. The act takes effect immediately but remains inoperative for 60 days after enactment.
