The bill directs the Department of Environmental Protection (DEP) to select a consultant to perform a Statewide needs assessment on recycling, composting, and reuse conditions for packaging products in New Jersey. The needs assessment would evaluate current conditions, capacity, costs, gaps, and needs associated with recycling and the diversion of packaging. The bill establishes a "Statewide Recycling Needs Assessment Advisory Council" within the DEP to provide guidance on the needs assessment, assist in data provision, review the assessment, and review packaging legislation from other.
