New Jersey A2471 requires long-term care facilities to develop person-centered care plans for residents and establishes rights for essential caregivers to visit during emergencies or infectious disease outbreaks. Essential caregivers can be family members, friends, or others designated by the resident or their legal representative. Facilities must allow at least two essential caregivers and ensure their visits are at least as long as those allowed by law under normal circumstances.
