Establishes Main Street Economic Growth Program to encourage business development in small, highly developed municipalities.

The Main Street Economic Growth Act establishes the "Main Street Economic Growth Program" to provide financial and technical assistance to businesses in main street areas of small municipalities. The New Jersey Economic Development Authority (EDA) will establish the program, which includes loans, loan guarantees, tax credits, and technical assistance. Small municipalities with populations under 11,000 and over 70% developed can designate areas as "Main Street areas." The bill provides corporation business tax credits and gross income tax credits for participating businesses.
