Establishes a grant program to assist municipalities in upgrading improperly closed sanitary landfill facilities.

The bill establishes the "Municipal Landfill Upgrading and Infrastructure Improvement Grant Program" within the Department of Environmental Protection (DEP). It provides financial assistance to municipalities for infrastructure and other physical upgrades to sanitary landfill facilities closed before June 1987. Eligible municipalities can apply for grants to cover costs related to proper closure, capping, and post-closure care of these facilities. The bill appropriates $10 million from the General Fund for this purpose.
